Recently I noticed that people using my models started to get decent income from my assets. Then I decided to use https://create.roblox.com/dashboard/rights-manager/removal-requests to send copyright strike on stolen assets.
After several attempts all my takedown requests were rejected for various reasons.

Considering that the stolen item was exactly the same as mine, all my attempts were rejected
Later I tried to send the same report but via mail and it was also rejected several times

Additionally, knowing how often this issue happens, and whether there are any common patterns in the rejected requests, would give a clearer picture.
Since the report is incomplete, adding more context about the assets in question—like how they appear, what makes them unique, and why the person who created them believes they were infringed—would make it easier for the staff to review the issue properly.
