Do I run ParticleEmitters on the client?

I’m not sure how efficient this would be. I’m also planning to provide settings for lower quality particles. Is it worth my time to bother running particles on the client?

You do gain performance by doing particles client-side.

Let’s say at anytime, there’s at least 5 people with various particle effects on their character. Is it worth it? I’d assume so

At most there’s probably only one effect per person

Doing visuals like (but not limited to) particle effects on the client is common practice to improve performance
