I know that most people use Blender to create UGC items, and Blender is specifically made for modeling, but do people use Roblox Studio to model UGC items?

How would you expect someone to create a mesh in Studio that can be set to a MeshPart?

No, you can’t create meshes in Roblox Studio
Probably all UGC Creators using Blender and some small Devs find some mesh and upload in Studio to make some weird things on it.
