i wonder if i need premium to upload an ugc. Can i upload the ugc whitout premium?

Yes, you need Roblox Premium for that. The requirements for uploading UGC Items are mentioned on the Marketplace Policy Roblox Creator Documentation page:

Creator Requirements

To upload, publish, and maintain existing content on-sale, Roblox requires users and groups to have ID verification and Premium membership. Your ID-verified account must participate in an active Premium 1000/2200 membership to keep your Marketplace items on sale after uploading and publishing.
