No, but because its somewhere the server, and other clients cant see, it doesnt have to worry about replication to other clients, and latency (which is the time it takes for the client to communicate to the server),it has all the time in the world to be smooth. While on the Server, you have to worry about replication and the change of ownership, which can cause jittery effects.
No. No part has Network Ownership if they have no physics applied to them.
Good question. Technically servers own all anchored parts but in this case you can say that you own it since it only exists to you, but technically owned by the game.
