Im just having trouble doing the blue lights around the edges
Make a decal or texture, and put the decal on the part.
First up what is it? You need to tell the people what the object is.
I’m not sure what this object is, but if you wanted it to light up you would need parts. You also should be able to do that with the forcefield texture.
As @AdminTelamon said, I’d use a transparent decal with the faded dark blue edges created in a .pdf format put on a transparent (or almost transparent) Part for the glass. Then use lighter blue Neon Parts with BlockMeshes in them Scaled way down to make the narrow blue lit edges around it.
We need to know what it is, is it some form of laptop/touchscreen?

If you want control over it I suggest experiment a bit with lights put invisible parts along the edge and set the color and properties to make it look like so.

I think the best way to go about this is to put an image with a blue border within a surface GUI on the part. This allows you to change the light influence to 0, which will make it glow in the dark, whereas a decal will always be influenced by light.
I was able to replicate this in studio using a SurfaceGui with the LightInfluence set to 0 and an ImageLabel using a custom image for the glow on the part.
Around the glass part I used three other neon parts with the size of 0.05. Then I threw a PointLight inside of the glass part for fun.
