Are you just looking for a rounded square or a repeating tile of rounded squares?
I use PaintDotNet which has a rounded square tool.
You can change the corner size and draw as many as you want.
EDIT: Hold shift when you draw them to make a square.

I did that yesterday night as an alternative, it didn’t turn out as clean.
