Say If I was trying to import a blackhole effect that is modeled, textured, and animated all in blender to replace traditional roblox studio particle emitters and such, is there a way to import all of that work done in blender properly into studio?

yes (i think), as far as i know you can import blender MESHES, however i do think you will have to animate and do the VFX separately inside Roblox itself.
