In platforms like YouTube and Discord, you need to be a minimum age to create an account however it respects the minimum age requirement which varies across countries. For instance, in Spain, you need to be fourteen. In the Netherlands, you need to be sixteen. So I am just wondering does that also apply here? No reason, just wondering.
Roblox attempts to comply with most laws countries set when offering its services, this isn’t because Roblox has to - they do it because they don’t want the country blocking the site. Roblox must comply with international and US law as they are a US company, they do however adjust limitations in specific countries to reflect the law.
As a whole however, Roblox is a childrens game aged at 7+ and as such most countries have no issues with the site seeming as restrictions and preventatives for younger ages is severe (and inherently obvious). In terms of Discord by the way, Roblox can give you a link to Discord but it doesn’t mean you can actually still access Discord.

Independently from where you are. If you aren’t 13 and are lying you could face a ban off the site. Roblox doesn’t require you to be 13 tho. You need a parent to make you the account but until you aren’t 13, you can’t technically own it.

Wasn’t trying to talk about laws. Like in the OP, in the Netherlands you need to be at least 16 to have a youtube account or a discord account for example. This is the equivalent of needing to be at least 13 (im 15 if you were wondering) for one in the United States.
Seeming as devforum.roblox.com is a sub domain of roblox.com, the restrictions applied onto the game by countries also apply to here. That being said, Roblox only subjugates ages for protection and convenience of older players - they could easily have the below the age of 13 restrictions applies to ALL users but then that will become irritating.
That being said, the 13+ restriction is again due to the more teenage content / context applied here and the idea that we don’t want irresponsible figures within the forum messing around causing more work for moderation.
In other words, if you know any restrictions on roblox.com for protection / to abide to laws like GDPR or COPPA then they apply equally to here unless specified otherwise within the rules or terms of service (or in some countries case, they apply them without Robloxs knowledge as they have general bans or laws enforced preventing you from accessing roblox.com).
