I would say 3D is waaaay better than the Textured ones
textured is better because it’s plain and it would be creepy if a coffee cup had for-real eyes
I feel like the first one is better, because the eyes are so cute.

I prefer the 3D eyes; it gives the cup a sense of depth and allows any lighting to reflect off the model.
As for the textured eyes, they appear to be staring into my soul.
Can’t they just use PBR on the 2D eyes?
I suppose they could, but the eyes wouldn’t really have the slight bulge that can be seen from the sides.
They can use normal maps to add that effect, that’s why I’m mentioning PBR
I guess they could, it’s all up to OP to decide what to do; whichever is more efficient to them.
The 3D eyes look better in my opinion.
I think it comes down to the style you are going for.
If you want a more cartoony style, I would go for the textured (the textured reminds me a little bit of We Bare Bears, could just be me)
Otherwise, go for the 3D.
Personally, I think both are good.

The 3D eyes are bigger in radius than the textured ones, so we can’t really compare based on dimensionality alone. One could consider each one a different expression, and I feel that has influenced at least one of the above replies.
You’re right that it’s up to the OP but the point of this post is to share with our thoughts on this. While the 3D eyes do indeed look better you’d want to use PBR on the 3D version anyways. It looks like an UGC to me and most of us are not mathematicians or engineers to perfectly optimize stuff so taking a cut on the polygons is the least that we can do ;p
3D eyes looks like it fits more. Maybe its just because you made the textured one have smaller eyes that it looks slightly off.
The 3D version looks like a pro made it!

3D, but personally id shade the spheres smooth.
