Dragging cylinders snaps incorrectly

I have a cylinder with integer dimensions and a part with integer dimensions. I am trying to put the cylinder next to the part. The part is aligned with the base, the cylinder is half a stud off the x axis.

edit: this only happens when a dimension of the cylinder being dragged is odd.

This also happens with spheres and I find it extremely irritating to try and work with.

Once upon a time (i.e. about 2008) this worked just fine. Why does it not work now?

This is still an annoying problem.
