The theme selector within embedded code blocks moves as you scroll horizontally through the code block. They should be fixed in position.
This is an issue because it sometimes gets in the way, for example when trying to copy and paste the embedded source:

I assume it’s the same for chrome too.
I tested this on the exact same code block & other code blocks and experienced no horizontal scrolling on Chrome 75.0.337.
I haven’t tested in chrome, however I assume it would be the same. You have to take into account that it may be dependent on the size of your screen or browser window as well. If you re-scale the browser window, does a scrollbar appear?

I tested this at zoom up to 300%, the scroll bar appears but no horizontal scrolling.
