I think it should be outlined on the Enum.QualityLevel page what kind of features are available and not available on a per level basis, such as which levels support neon material bloom, sun ray effects, blur effects, etc.
That way, developers would easily know which minimum level to set their Studio render settings to when testing specific features and aesthetics on places that are too beefy to edit on the highest settings, or on slow computers.
An idea of this would be like the Graphics Settings page on the Roblox Wikia, where each of the in-game graphics setting levels are documented on what features are and are not available: Graphics settings | Roblox Wiki | Fandom
