Feedback on ideas for civilian NPCs' behaviours

I’m thinking of making civilian NPCs for a future project (make it feel less empty and add to chaos)

general ideas for them:

  • walk around idly
  • “work” jobs
  • react to stimulus like gunfire and incoming cars
  • call the police on people?
  • randomly clothed and randomised skin colour

specialised ideas for them:

  • workers may “go postal” by pulling out weapons and firing indiscriminately into people
  • armed robbers may attempt to hold up stores
  • defend their property if you trespass or steal from them

what else could they do to make the world seem more lively? suggestions welcome.

Possibly hold conversations with the player and/or other NPCs? An NPC would recieve a random personality and interact as the world as such.
Pretty complex idea to pull off but it would add a fun level of immersion.

i think them talking when there’s another living being nearby could be easy (probably just randomised phrases)
