I made this GFX for Halloween and I think it needs some improvement but I don’t know what to do to fix it.

This is great for starters, however I feel like there isn’t much going on In the scenery. Maybe add some extra details if you can, like building doors, and street lamps, and put a Lamp property under each lamp to cast a nice lighting effect. Right now, it doesn’t make much sense where the light is actually coming from. It can’t be a car, since the light is pointing directly down. This is great, but could use this type of work! If you want, HDRIs are also another great thing that can help you make renders.
You can find some great HDRIs here if you’re familiar with Blenders interface.
