I also saw this people doing these emojis to bypass the filter.kids are the most using this emojis.like some kid typed me bad words and he thought he was roblox chat bypasser leader.
I want to bump this post and state that this is still happening and it hasn’t been filtered. Users are still using this method to bypass the Text Chat filter. They always use regional indicator symbol.

And Roblox marks this as low priority.
Had to implement my own text filter with character normalization (which Roblox doesn’t even have) and probably other things Roblox doesn’t or fails to do properly.
Not a full replacement to Roblox’s filter, but rather a layer/patching the holes. (blocks text that contains blacklisted terms, runs through roblox’s filter if passed)
False positives may occur (e.g., The Scunthorpe Problem), but I’m fixing them.
