Are there any completely free computer softwares/websites that would allow me to create simple textures like the below image for my game? Everything I’ve seen so far requires a subscription of some sort. Any help is much appreciated!
(In case it’s unclear, each individual square is a different texture)

The textures that you are seeing are seamlessly tiled, so if you are using them, they’ll always be consistent and will follow up what you wish as a “loop”!
You can use a bunch of free softwares such as Photopea, CorelDraw, Inkspace, etc – I recommend using this site below to help you out at finding similar professional applications but with a free budget:
