Future Lighting shadow issues

I have a game which uses Future lighting but I am having a issue, the shadows disappear and reappear depending on where the camera is angled.

What is the specular diffusion property in lighting
edit: I think its the amount of lights, when i deleted the spotlights in the 2 rows of lights and placed a long block with a surfacelight(with the same properties except range is a bit longer) it stopped doing that
