When I hold my finger over some game icon, I don’t get to see how many likes/dislikes it has or who created it.
I’m using Chrome but app has the same results.

In what places does this occur?
Place doesn’t matter, it’s on all game icons.
For me the only place where i can’t see the owner’s name is on my profile page and home page, but the like/dislike bar isn’t grey like yours.
