I recently flagged a post as off topic, but immediately after noticed it was a reply to somebody, I think you should be able to remove the flag request as there can be cases where you don’t notice it is a reply then notice it later, I think this would make a bit less spam in flags and it easier to give feedback on real off topic posts.
I think this is more a feature to be requested on discourse, the other day I too was facing a similar issue in which I wanted to change the information of which I wanted to flag the post under.

This used to be a thing but Discourse removed it. Don’t know why.
