I have my neon bricks as my lights with a transparency of 0.45, and they are white in color.
My glass material (shown in the middle and right side of image) has a transparency of 0.75 and is colored black.
I try to fix it by changing the color of my glass material, but it doesn’t do anything to change the fact the lights/neon blocks look solid black when looking through the glass.
The only way to have this go away is by changing the transparency of my glass to 1, which isn’t a big deal, but I would prefer my glass material to be at 0.75.
It’s always been an issue with Transparent Parts or water or Decals.
The transparent item you’re looking through will make transparent items behind it completely transparent so your Neon parts are disappearing.
I’m guessing the roof part above the Neon is black and you’re using the Neon transparency to dim the brightness of the neon?
I’ve kind of fixed this issue before by using a close to white coloured non-transparent Part that’s Neon. It glows less but has a bit of a colour offset though.
Either that or use smooth plastic as your window material.
I agree the material has always had transparency issues with decals and a lot of other transparency issues.
I’ll just use a smooth plastic part for my glass I guess.

I had a part above my ceiling that was black, yes.
I just thought they had turned black, that was my mistake for not realizing it at first, which is pretty embarrassing of me for how long I have been building
I made my neon lights semi-transparent to reduce the amount of glowing neon bricks emit.
I just changed my windows to transparent plastic for now.
