Glass transparency error omits water

Issue

When modifying glass transparency, any values lower than 1 or higher than 0 omit water terrain (and simply shows the bottom of the ocean). As far as I am aware, this happens 100% of the time and has manifested in every lighting technology. As you can see in the image above, the water is shown when no glass is present, but in every instance of glass (hand railings, the right side of the screenshot, etc.), the only thing shown is the bottom of the ocean.

Reproduction Steps

I’m relatively sure it should be as simple as placing a piece of semi-transparent glass in front of a piece of generated water terrain that has a terrain bottom. (Like the bottom of the ocean.) I’m unsure of when this started happening.

Please feel free to let me know if there’s any more information that would be helpful in determining the cause of this.
