GUI Editor enabled / able to be activated with ShowDevelopmentGui false

The GUI editor will pop up with size changer abilities while ShowDevelopmentGui is false

Repro:
Have some GUI on your screen, and set ShowDevelopmentGui to false. Set up some bricks and find a certain angle, upon trying to click the bricks, this will happen.

I do not know anything about when this started happening.

If Roblox staff would like a repro file I may be able to put one together

I ran into this, and I found it very annoying. Also, this still happens in play test mode, which causes madness when trying to click buttons.
