I Want to make a Cutscene in my roblox game,
But I dont Know if i Publish the animation will it move the camera?

The way we did (since we were paid hourly) is we literally made a tool for cutscenes in the game. We used this tech called catmull-rom splines so the camera would actually go to the point we put it in. Then we created a plugin for it though it is proprietary so I can’t share it.

There is several plugins you can use that actually work.
You can also use Moon Animator and animate the camera there.

Basically, make the cutscene and time it so it begins when you want the cutscene to start. If you are moving the camera in the cutscene, then it will move.
