(Help Needed) Upper body animation rotation is affected by the lowerbody locomotion(skin mesh)

In a skinned mesh, inside roblox studio, I have a lower body animation(walk forwads) and an Upper body animation(for aiming a weapon). when the character is running forward the upper body is rotation is wobbling based on the lower movement. I dont want for it to be like that. Since the upper body animation is action1 and the lower body animation is movement priority, i want to know how do i make all bones positions and rotations from the upper body be the same as they are without the lower body animation.
in unreal engine i tick mesh space rotation blend, how would i do it in roblox
