Hello i want to light this building but im not that great at lighting i was wondering how i can make a spotlight or any light reach down to this floor and make it look good.

You can add a PointLight or SpotLight inside of a part that creates light. You can adjust things like the color of the light or how bright it is. You should make a separate, transparent part to make light off of it.

Change the lighting to Spot light instead of Point light and change your lighting technology to Future.

Make a separate part that’s lower and transparent so it can reach. Adjust the brightness too.
Yes. You could add several transparent parts too if you need to.
