Help with lighting

I was browsing some SCP games since I was bored and I found this specific game that had some lighting that got me interested. I would like to know and tinker around with it but I would like to know how to make this type of lighting. Any help or feedback would be nice.

They definitely put some hard work in there anyways on to your question,
You can make any type of lighting you want using Pointlights and Surface lights and even Make shadows using Black color in Those lights hope this helped!
