How can I create a cold atmosphere?

Recently I have been working on a cold environment and I have been struggling to achieve the lighting for it. I’ve tried adjusting the colors, ambient, atmosphere, etc. If anyone has done this type of lighting before please show me or tell me how I could improve it.

To make something cooler:

• darken the environment
• increase the contrast
• color correction to slightly blue
• less fog
• snow
• whiter clouds
