How can I create an overall good Mobility and Parry orientated weapon?

Hello there!

I’m creating a weapon called “Downgraders” for my game. Anyway, the weapon is able to turn itself into clockwork swords, sniper rifle, or a staff. The default weapon are clockwork swords. Anyway, I want them to be heavily, if not, entirely focused on parrying and mobility.

How can I do that?
