How can I make a change what the chat looks like and give it some extra features?

So robloxs chat is pretty boring so I want to change it to fit the theme of my game and also make some changes, like users can make their text bold or italic. How can I do this?

Also how can I get a users privacy that way I know if I can have the chat enabled or something idk
