I would like to recreate Schedule 1 in roblox and I was wondering if there is any good way on how I can make it without breaking Roblox terms of service?

I believe any, and I mean, ANY kind of illegal substances, virtual or not, is against terms of service. Schedule 1 is OUTSIDE of Roblox, so that is NOT breaking Roblox’s ToS.
Can’t be done. They don’t even allow medical drugs such as epinephrine or morphine, and they’re pretty strict with drugs. I even had my game taken down for a few months cos of epinephrine and morphine in the ACS system, and they weren’t even visible in the playable game. Their automated moderation just picked it up in the scripts.

Fair enough, but even if it just looks like it, there’s still a chance it could get moderated. Just a heads-up. If I were you, I’d definitely be uploading any meshes and stuff through an alt.
I plan on replacing the drug aspect with tix as someone else mentioned earlier.

You could make VIP that gives a boost, there could be a meme with a washer where it gives you a boost by putting Tix in the washer in your house or something. Then, you could progress through different fields of Tix laundering.
If you don’t mind changing the premise, you could make the game about distributing candy at a school that has exaggerated rules against it. just replace the police with teachers, and have the production happen in random closets at school, or at your house. It should keep the gameplay loop more or less intact, just with a different coat of paint. that said, it may bring down the target audience age a bit depending on how you sell it.
