How can I make an Aerial Hoop?

So, I have basic knowledge of building but this is out of my league.

I’m trying to achieve an animation using an Aerial Hoop (which is a large hoop than is hung on the ceiling with a belt that spins) please watch the video because it’s hard to explain.

-The belt needs be moving with the hoop (as seen in the video) and twisting

  • Needs to be animateable (the hoop only)

Is this possible?
Am I able to rig this so I can add it to my animation and it can move around?
