Alright so basically I came across a gun skin in arsenal and I saw that the texturing on it moves! I really liked this effect and i wanted to learn how to do it myself. I tried searching for it on youtube and google, but I found nothing. Can someone please show me how its done? Here is a GIF on the skin.

You have to use the offset properties and tween them repeatedly:
