So I have this clip I made from blender, Im trying to resize it to fit onto a ammo pouch I have but the clip itself is too thick and is there any plugin which lets me scale it down even more

As far as I know you can’t resize a MeshPart below .05 studs thick.
You may have to increase the size of the pouch to more than .05 studs.
If you made the MeshPart in Blender you should be able to resize it just using the Studio Resize tool on whichever axes you want, unless you are selecting the Model, in which case the entire Model will be resized and scale on all 3 axes.
If that’s the case, select the clip with Alt+left mouse and it will select just the Part and you can resize that normally.
