Riiight,
fellow decaying winter enthusiast here,
i have this one simple, yet difficult question;
how can i accomplish this layered clothing effect on r6 rigs?
i assume this is very much done with code,
i shall appreciate any sort of suggestion/advice

just looking at the screenshots, it looks like they made some clothing meshes and attached them to an r6 rig (probably with welds)

they prob do it by adjusting the sleeves and welding it once they get it to look good

r15 made to mimic the look of r6 would be my guess. Sure would be an easy way to do this.

If you remember that character rigs having attachments, the pieces of layered clothing are attached to each attachment like accessories.
