How could I create this effect for my gfx?

Hi! I was wondering how I could create this cool “electricity” effect in my gfx! I think it makes the gfx pop out more. Is there any way you could do this on an application like Photopea?

You could draw them yourself or search Google for “electric texture”, download or copy your favorite texture/s, and then set the Blending Mode to Overlay (or the best option that suits your needs).
