I saw the vector icon pack by rhos gfx and i love the way it looks. Sadly i don’t have money to buy it so i got an idea that i could make my own, but i don’t exactly know what program he uses or how he does that.

Typically artists on Roblox create things like these using Adobe Photoshop or even Figma.
Both are programs that you should be able to use with ease.
However, I’d recommend using Figma, as Adobe Photoshop requires (I think) multiple expensive subscriptions to use, and it crashes very often.

Well i i have adobe photoshop and illustrator which i think are the best for this, but i really wanted to know if there are any better programs that are used a lot by the community.
I’d suggest using Adobe Illustrator for this. Since you mentioned in another comment that you have Photoshop and Illustrator, I think this is your best option. There are other programs that are used a lot, but I believe that’s due to the fact that they are free - if you have access to Photoshop and Illustrator, you should be using those.
I use Illustrator to create a variety of things, such as text logos, avatar portraits, and simple icons; and I highly recommend it. I’ve never experienced any issues with it, and I find it to be an incredibly powerful and versatile tool. I’ve used Photoshop as well, to a lesser extent, but have found Illustrator to be the perfect program for simple vectors, such as the ones you showed in your initial post.
