Im just guessing here.
I think its probably some kind of glass material with some transparency.
Or a viewport of the character stacked on top of a blur from lightning?
It might also not be possible because of limitations in Roblox. For example motion blur. Kind of hard to replicate that in studio. Same thing with reflections and lighting effects.
