I’m building this big area and its important that there aren’t furniture or anything placed on the ground, so naturally it looks very boring. I have added some ventilation and piping on the roof part so that it doesn’t look empty and the only thing I can think of doing now is adding detail to the floor.
The detail doesn’t need to be very complex, just a few scratches, some lines and some text would do.

You could make some decals(images) yourself by using a photo editing software, you have free options such as:

This is more plugin based and you will definitely need plugins to reach the full potential of the software.
Photopea
Photopea is a photoshop replica basically the downside here is that its browser based and has ads, however it’s cheaper to remove the ads than it is to buy photoshop if your on a budget.
Your paid options are Photoshop & Affinity Photo, there is probably more but I don’t know them off the top of my head.
Well I’m still a tiny bit confused on your goal here, if your looking to add details in a simple way I’d just create a transparent part and use the decal of your detail for example a manhole or a crack in the road.
