How Do I Animate This VFX?

I would like to animate this VFX, I’m not sure if this is the right place to put this, but I want to animate and script it so I can shoot it out of my hands then it fades away after some seconds. Maybe a video link??

Use Blender for animating it
Check on Youtube how to do it
