How do I Arrange/Order Layered Clothing in NPCs?

Good day everyone,

How can I ensure layered clothing on NPCs is ordered correctly?

Jackets and coats often get tucked into jeans, and it seems like a 50% chance whether the coat is untucked when the NPC spawns.

Is there a way to arrange layered clothing for NPCs more reliably?

any help would be appreciated, thank you.
