It doesn’t look like he made it in blender cause that are all connected perfectly, but then again i could be wrong, is he using a plugin of some sort?
I really think that map is made in blender and he just triangulated it with a modifier but if it isn’t then he probably used 2 plugins called: ResizeAlign, GapFill.
It could have been made in blender but there are ways to make this kind of terrain in studio. Usually using plugins, I think gap fill is best for this but there are some others that you can look at. I think generally it would be faster to make this in blender if you know what you are doing.
That terrain is “Part Terrain” made from WedgeParts. There are lots of developer-made tools to do this, or you can do it with a script. Don’t try to do this with MeshParts from Blender, the collision geometry-to-visual geometry mismatch will make you very sad.
I just use “Atrazine’s Terrain Plugin V2”, not sure if it’s functioning since it’s been a while I’ve used it. Last time I used it was, 4 months ago or so. There are others to use as well, but the one I posted is the one I liked the most since it suited me well.

It could most likely be a low-poly terrain editor plugin.
I recommend using a triangle terrain plugin or low poly terrain plugin of some shape or form. It turns out like terrain In Animal Crossing™ which is great for terrain modelling which is similar to what @zKevin Robot 64 uses.
