but i have like 250 frames, and more than 10 animation, that cant be it.

Thats not what i want to achieve, i want to know how do i edit all my keyframes(250) at once, like set the poistion of the lowertorso to be 0,1,0 at all of them at once
You can delete all the keyframes in the lower torso, then add a single keyframe with that as the torso position.

Yes, then it should work. Try it out.
If you only have one keyframe, it will stay constant throughout. So, if you have one keyframe that is Position (0, 1, 0), it will stay that way for the entire animation.
