How do I get particles to appear while AutoCharacterLoads is set to false?

I have a main menu where a camera is facing a set. There are rain particles which are meant to appear. The particles work fine until CharacterAutoLoads is false. The graphics quality doesn’t seem to be the issue because in both scenarios, it is set to max.
