How do I make a top down camera?

I want to make a arcade themed shooter with a friend, for that we need to make a top-down camera and make it so you can freely move the mouse. How would I do that?

Thanks, but that’s not what I am looking for. The camera should be locked in top down view and you cannot freely rotate the mouse, how do I make that?
