How do i make accessories neon in a GFX?

Hello, i am Bruno. I have started to make Roblox GFX, i am currently working on one for my friend.
However, i have one problem. Below is a render i have made for my friend.

The green accessories are meant to be neon, but i haven’t got a clue on how to make it that way.
Please give advice on how to add neon or just effects in general. Or just advice on how to make it better. I know theres not much to go off but i would appreciate help.

I am used blender to make this, I do have photoshop but have never used it before.

You can maybe use a brighter green and add a lighter green to the base as a shadow. That will give it that neon effect

Everything worked except the wing wasn’t affected

If you’re on Blender 2.8, click shading.

Shift+ A to Add Shader, connect it to Principled BDSF and Render Output or something along the lines.
Shift+A Glossy Shader, connect it to Add Shader. Connect color to Glossy from the texture. There you go
