How do i make chromatic aberration effect

Chromatic aberration which slowly appears when near npc but if going away of the npc it fades away.

2. What is the issue? Include screenshots / videos if possible!

I dont know how to make chromatic aberration.

3. What solutions have you tried so far? Did you look for solutions on the Developer Hub?

How do i use viewport frames? I dont even know how to use them.
