How do I make clicked effect?

Hi! I’m trying to make effect around the cursor when the mouse is clicked. I have tried to make it many ways but it’s seems not look like in the video.

Here is the video of what I want:

So you can see that there are white particals dropping down on clicked.

I’m currently have no idea to make it now. Can anyone help me please?
