How do I make this effect with part water?

So, I saw this water in a video about an upcoming ROBLOX game called “Pordier at War” or “Trenches 2.” I was wondering how I could recreate it? I tried putting a forcefield part at the top to possibly simulate the white-foaming around the players legs but it wasn’t noticeable enough.
