Pressing the ‘Create’ tab while on Roblox now takes me to the Creator Dashboard. I can’t find how to upload assets such as images. Any help?

Go to development items > decals > upload. The first section should be on the first page.

Oh thank you! Didn’t realize it was separated as Decals and Images separately so I completely missed it.
Yeah, it’s kind of confusing rat they have decal and image.
They should’ve just moved to images completely. Decals have no use on the website whatsoever, even the decal object takes an image id.
